And if an outbreak does occur, how will it be contained? Will the rest of Malaysia be insulated from the tourists in Langkawi? Will the tourists be allowed to mix with the locals in Langkawi? Will the Langkawi locals be allowed to travel to the mainland and thus risk carrying the virus over? A bubble where anyone can go in and anyone can go out is not a bubble. The biggest risk in allowing international tourists in is that they may come from countries that are not managing the virus well, carrying with them Covid-19 variants that have yet to hit Malaysian shores. ![]() Whether we reopen successfully or not will depend on how well we identify and manage the risks. And in Parliament on Wednesday, the tourism minister suggested that the country might open up to international tourists as early as December, if all goes well in Langkawi. That plan has changed, as the tourism, arts and culture minister now says the Langkawi international travel bubble will be open to tourists from all countries. When the plan was first mooted, only international travellers from 10 countries with low numbers of Covid-19 cases can come. Tourism bubbles are supposed to be a special arrangement for tourists to travel between a limited number of places where Covid-19 cases are low. The outcome of the experiment will determine whether or not Malaysia opens other parts of the country to international travellers. The plan is to establish Langkawi as a tourism bubble and for the experiment to last three months. The test case for this will be the island resort of Langkawi, which is expected to receive its first international visitors from Nov 15. The Tourism, Arts and Culture Ministry's plan is for pockets of Malaysia to be opened to high-end international tourists. The reason is simply economics and the need to get on with life even though there is an invisible killer still lurking about. Covid-19 is still very much present in the community, and daily death numbers are still hovering around the 100 mark. The reason for this is not that the pandemic is over. IN a little over two weeks' time, Malaysia will start welcoming international tourists again, for the first time since the country went into lockdown in March last year. ![]()
